Details: Entire sections of the sewer have stopped flowing and the water is spilling over into the streets. A pair of bandits and a D-Rank Missing-Nin have escaped from prison and are holing up in the sewers. They have been planning to destroy the village that imprisoned them, starting by flooding the streets with sewage and setting fire to the trash used to block the waterways, in hopes that the garbage fires would spread to the streets above.
Objectives:
*Clear all 42 clogged waterways (should take 1-2 days, regardless of number of people)
*Defeat the criminals (will not emerge until all trash is cleared)

Oookay. I'll get to that right now. Wasn't quite sure how to handle the whole "no one in the village knows they're down there" thing.
