I'm sure Kishi is just going to prolong the fight which will explain the "meh" start of the battle.

He still acts like a snake from where I'm seeing it he is still not very dragon like the only clue is that technique he used it looks like a Chinese dragon with the orb in its claw too, gotta say bright light and high intensity vibrations a perfect combo just as much as the abilities he has to be immune to his own attack, so overall pretty impressive but it has to get better though why don't they go all the way with Susano'o it would be extra protection and it can't harm them Sasuke has the eternal and Itachi is still a part of Edo Tensei....eh I guess Kishi is just trying to build up momentum before it gets really awesome

Sasuke already said why they don't go all the way with Susanoo. They were having trouble maintaining it due to the vibrations and light. Going full is doubtlessly harder to maintain than their partial transformations.

Also...what exactly defines a "dragon-like" action?
