Meanwhile, if it's suppose to have the same baseline, why not make it just as easy to lvl as well? Drop it from Forbidden.
EDIT: ALSO, implying it's two jutsu in one.. the effects should be doubled. Seeing as it has the exact some values, I think that statement is null and void.

It needs to be forbidden so only the people with the scroll or who have it already can train it.

I think if you buff or nerf speed it increases your chance to flee. o_o
^It's based on HP, willpower and speed, iirc.
Still, it's near impossible to flee from a higher rank.

A few corrections on the SJ weapon jutsu:
Sheathed Strike has a two round defense buff and flee prevention (2 rounds)
Maniken Madness debuffs every defense except taijutsu, and increases the target's armor by a negative amount. The AoE is correct.
Ensanguined Spear debuffs every defense except taijutsu. The other effects are correct.
Venined Edge's element reads "10", and not "none"
On another note, what does "3-1 rounds" mean?

Typo on ES.
Decrease target Tai/Weap/Gen defense for 2 rounds. Percentage-based.
It should be nin, not tai.

No worries. It hasn't tripped me up yet, so it might not even be totally necessary.
Anywho, I've moved the cost to cap for each jutsu and placed it beside the cost calculation, because I loathe spoilers now. (For Tai/Weapon. This only occurred to me after I finished cleaning up Nin/Gen, so I'll have to go back over them tomorrow.)

QF is ice element now. Both CE and QF have eight uses per battle.
