Is Chuunin forbidden jutsu has highest baselin/damage among others chuunin normal/forbidden jutsu??
I little bit confuse Because they are Forbidden but also AoE.. o-o

AoE lowers baseline by 0.1
non-AoE forbidden baseline: 1.3
AoE forbidden baseline: 1.2

So do they have better damage even they are aoe??
