TIER 2 CURRENTLY DISABLED. All Tier 2 Armors are currently disabled, and thus provide no bonuses whatsoever.
There are currently two types of Tier Items: Tier Jutsu, and Tier Armor.
Tier One items can be bought in any village provided you have at least 500,000 village respect in that village. The respect is only a prerequisite, and is not spent upon purchase of the items. The armors are nonspecific, and can be bought in any village. Armors are found in the Armor section of the Item Shop.
There is one set, which is as follows:

Tier Jutsus are included as a part of Tier One. You only need 500,000 village respect to buy a village's scroll. The respect is only a prerequisite, and is not spent upon purchase of the items. Each scroll is village-specific. For instance, you cannot buy Chakra Ignition's Scroll (Konoki) in Shroud. They are found in the Special section of the Item Shop. Each one costs 1,000,000 ryo. The Tier Two armors are currently unobtainable, but were obtainable from the specific village's item shop after one earns 1,000,000 village respect in that village. The respect is only a prerequisite, and is not spent upon purchase of the items. Currently Shroud, Glacier, and Syndicate do not have Tier Two pieces.

These Tier Two pieces once belonged to Horizon. Since the village's downfall, these armors have not been available for acquisition, and cannot be traded.
