I have 4 jutsu (Poisonous Senbon - 20, Venomous Phobia - 13, Sonic Slash - 11, Lightning Release: Holy Strike - 11 and Lightning Release: Charged Senbon - 3). However they all appear to do almost exactly the same amount of damage regardless of level, chakra use or elemental affinity, making it very difficult to decide which ones to focus on. Is this something I will see a difference in the higher my stats get or will I just be spamming Academy Student jutsu for the rest of my days?

The higher your stats and jutsu level (max 25), the higher difference will be. In jutsu there is power/level information. It shows how much stronger the move is per level. For arena student/genin jutsu are the best due to low chakra/stamina usage. For pvp it depends. I still use some of them as a chunin
